Why this balance works

2 werewolfs against 5 villagers. With fewer wolves the village finds them too easily; with more, the wolves reach equal numbers after only a couple of votes.

3 special roles (Seer, Doctor, Hunter) give the village a fighting chance: information from the Seer, protection from the Doctor, and so on.

2 plain villagers keep it uncertain. If everyone had a power, claims would be easy to check and the wolves would have nowhere to hide.

At night the narrator calls: Werewolf, Seer, Doctor.

2 werewolfs. That keeps the wolves at roughly one in 4 players, enough to be dangerous without winning by numbers alone.

Can 7 people play Werewolf without a narrator?

Yes. Usually one person has to sit out to run the game, but a narrator app reads the night script aloud, so all 7 of you can play.
